According to Reg Chamberlain: buried 29th October 1645 in Westbury-on-Severn.

Looking through the LDS records for Harts in Blaisdon shows one Wyllyam Hart recorded as father (no mother's name given) at the baptism of Antony Hart (1612) and Harry Hart (1617). That suggests that William's birth would not have been later than 1594.
